Is there a need for the ultra-fine rods??
only is you're kind of anal. I would get a classic lansky sharpening system though personally. also I don't know about getting an endura. I think that would be a mistake. they're kind of thin and fine tipped for something you will be beating on every day for who knows how long. if you could spring a little extra scratch there are so many great options for long term reliable knives in the $120 range, like the spyderco military and benchmade griptilians
 
I'm not a huge Spyderco fan but I do edc a Tenacious and its awesome! Plus it only costs like $30. Also despite what many say Smith&Wesson has several good folders in their s.w.a.t line and the M&P line. You could look into a CRKT Shenanigan by Ken Onion. a SOG Aegis, FlashI/II, and even Ontario has a few reall decent folders for the $30-40 range like the RAT-1 or the Utiliac by Joe Perdue. The utilitac is made from 440 stainless which might be good for your area in regards to rusting. Good luck on your search, I hope this is of some help.

p.s. I carried the serrated version of that S&W for two years and it worked perfectly. It took a while to dull and still, after hundreds of openings, it flips open with extreme power and speed. My only regret was not getting the plain edge instead(I don't really like serrations but they're okay on an edc).
