I phone 5S frozen on I tunes 35$ shipped and PP

I phone 5S . Over all very good condition and has seen little use. A few scratches and scuffs but overall very good condition. It is frozen while on I tunes plug in screen.
Comes in box as it came new, no charger. If you have a clue how to fix this. Great. If not neither do I.
