That drawing looks like a typical two sided frame lock folder. If I understand your question correctly, you want to make the two sides (scales) out of Titanium. If that is right, you have many options on how to finish the scales, heating them with a torch will cause them to change colors, sometimes these patterns are very striking and beautiful. You can also texture the scales. Titanium left in it's natural state is quite attractive to me, a nice scotchbrite finish makes a handsome scale. Also, as another poster mentioned, there is also the process of anodizing. That is in itself a whole separate topic, and in fact so called 'flame anodizing' mentioned by me earlier as heating with a torch, changes the surface of the titanium to reflect light differently, creating multiple color ranges.
