Identification of Custom Damascus Tomahawk

Anyone recognize the maker of this one? The mark looks like an "S" around an anchor and that's the only mark on the 'hawk. Any help would be greatly appreciated.

Interesting piece....Looked thru file of some makers touchmarks I have and couldnt find this one. Good Luck !
