I think its a photo trick. There is old mans beard all over up there and it think it hanging off that branch makes it look like a lone standing tree. Trees up that far are very mainly small and without a lot of foliage. Also, it looks as though there was a fire in some of the distant spots in a few places a long time ago. It it was a tree, it could have been one that burned.

We were hours from any pols, and I didn't see any high line towers up there.
