I bought a couple of these awhile ago at Boeing Surplus, 14" dia. It is 3" wide, so you would need to trim the rubber down a 1/2" on each side and make a hub, but you being a machinist and having a lathe, it shouldn't be a problem, right? I'm giving you the good part!

You could do some serious damage with this, here it is next to my 10" wheel:
