Indentification of Custom Knife

"E.H.C." are the only marks on this knife. Anyone have any ideas on who the maker may have been? Any thoughts on what the handle material is called? Thanks in advance.

I forgot to mention that the handle material is similar to a very dense pearlex-type material. It is dark blue with light blue swirls, as the photo didn't depict the colors as accurately as I had hoped.

Sorry. I just looked through a handful of Knives Annuals from 1990-2000 and no one was mentioned in the editions I saw.

Thanks for the effort Coop! I've struck out everywhere with this thing. Who ever made it, it wasn't their first knife.

Looks a bit like highly polished Buffalo horn in the photo with it's black and gray appearance.
However if it's shades of blue then not Buff.
