second hand being off lined up to the second markers on the dial is from the factory placement of the dial and movement. they arent lined up perfectly at the factory due to be being value or low cost production. many value watchers suffer from that.
btw "knob" is called a "crown."
Unfortunately, it isn't just "value watches" that suffer from the second hand not hitting the markers exactly. Many higher end quartz watches have that problem as well. Surprisingly, even though Casio makes mostly value watches they're better than most other brands at getting the second hand to line up on the markers.
