Knives are the gift that keeps on cutting, so I'd like some suggestions for decent knives I would be willing to give away ($20-$30).

Leatherman Squirt and Juice models.
Swiss Army classic pocket knife models.

I gave Swiss Amry knives to my groomsmen and had them engraved with their names. Most of them had never carried knives prior one as a gift, and many of them then carried those Swiss Armys for many years.

I like to have a few Victorinox SAKs around to give as gifts. They are good quality and make excellent gifts. They are super useful and aren't intimidating to the general populus. Just this week I found some ALOX classics on the web for a good deal and they are going into my gift stash.

Victorinox Recruit. Much sturdier and substantial-feeling than the smaller Classic size knives, and mine was only $13 from Lowe's.

Got to be Swiss Army knives, especially as gifts for those who may not be as knife knutty as us.

+1 on SAKs. Alox ones are also engraving-friendly (they have a flat, blank space on the back just for it) if you want to personalize them a little.

Ka-Bar Dozier (multiple colors too!)
CRKT Drifter
Kershaw Scramp

All of those are just at $20 or even slightly under online. All very nice knives. The drifter is very beautiful and the scramp a great EDC.

I just recently got an orange Ka-Bar Dozier and I have to say it's an incredibly functional knife. Minimal parts, simple mechanism, great blade shape, light, bright orange, even the clip is very good. It might feel cheap to someone not used to knives since it's so light, but for someone with a collection of 20+ spydercos, benchmades, etc. I have to say it's a great example of knife engineering because it perfectly fulfills what it sets out to do and doesn't aspire to do more. I could easily see myself buying 3-4 more to keep in various places.

Leatherman Squirt
Some Small SAKs
Ontario RAT Model 1
Spyderco Tenacious/Ambitious/Persistence
Kershaw Volt II/Brawler/Clash/Asset/RJ II/Crown
Benchmade or HK Vex
Ka-Bar ZK Kharon
CRKT M16-01KZ/Driter/Ryan Seven

All of them are about $15 to $35

+1 on the Dozier Folders. Love mine to death, and lots of colors, even pink! Can be had for $18 at Tomar's. I'd buy a bunch to give as gifts, but I know they'd vanish into tackle boxes, backpacks, glove boxes etc before I ever wrap one up for a friend.

My favorite knife to gift is the Kershaw Leek, I pick them up for $25-$30 in OD, Silver, Desert Sand, Blue, Pink. Gave them to my groomsmen, and a few as gifts. Everyone has loved them.

Victorinox Signature Lite at about $25.
It's a Classic with two useful additional tools, LED light and ballpoint pen.

Opinels. I think there's a site where they'll also engrave an initial for not much. A friend of mine had them made up for the groomsmen at his wedding.

I would go Victorinox, a small, well versed model.

Even NKPs can appreciate a nice SAK, and they don't offend people that are afraid of more tactical folders. They are also really, really nice for the price, and useful/sharpen-able for pretty much anybody.

the kershaw clash.... its cheap..about 35 bucks and its razor sharp out of the box and it has a great grip...

Victorinox Cadet. Great gentleman's folder and the blade size makes it more useful than a classic.
