inexpensive knife(folder) with glass breaker and rescue hook or similar tool?

The Blackhawk CQD Mark 2 (aluminum) or Mark 2 E (Zytel) has a glass breaker but not a rescue hook. The OP might want to take a look at them.
 
The Gerber Hinderer Rescue knife can be had in the mid 50 dollar range.

Since the OP specified a "plain blade" (I assume this means a fine edge), he may prefer the Hinderer CLS as this version has a combo edge instead of a fully serrated edge with a blunt tip. The MSRP is slightly lower as well.
 
Vic Rescue Tool. As much as I love my benchmades and spydercos, it offers the best quality and most features for the money in my opinion. I have a Dual Pro X that I carry at work, which is very similar but with no glass breaker.
 
i like the hinderer cls, and i think i'll pick one up in the near future. but for now, i grabbed a cheap 7 hook i found at my local blade shop, and i have an hk ally on order for the shop's next BM order. they had a blackhawk cqb mark 2, but the price on it was $300! that blackhawk hawkhook looks really cool. thanks for all the great suggestions and recommendations guys, keep it up!
