Info needed/refinishing advice

I recently acquired a Blade-Tech Rijbak. I would like any info anyone has on it because I have been able to find very little. It is a Lightfoot designed knife. The previous owner attempted to sharpen it and really scratched it up bad and I would like to repair it if possible. Any suggestions?
