www.west-winds.co.uk sells a very affordable Ventile shirt. You might want to try one of those before dropping big bucks on a jacket, parka or smock. I would categorize Ventile as "highly water resistant" or "shower proof". It is cotton and will absorb water (and get heavy and maybe freeze if it gets soaked). I would use a poncho or other rain gear for extended forays into hard rain.
Ventile is much more breathable than most laminates or coatings. It really shines in cold weather. It is still used on a lot of arctic and antarctic expeditions. I think it is also more spark and flame resistant than many synthetics.
