he'd like to know what steel it is made of (AUS8?) any age and Issue infos, when and why it was made

Try asking Hattori maybe ?
They seemed to make quite a lot of the Seki SOG's fixed blades for them, very well too
I remember a 'gold coating' SOG used on some pliers I think, I believe it's a 'tough corrosion resistant chemical top coat' type finish -
