Insurance (Overseas Sellers)

There are a couple of Overseas Sellers whose Knives I have considered buying but have not because of insurance...both say that if you want insurance it is $20 extra...now, I know that in the states the seller is responsible for buying insurance to protect himself and I am protected by PayPal...are the rules different for overseas?...if I buy a knife from Italy, say, using PayPal and it doesn’t show up, will PayPal still refund my money?...if that is the case, why should I pay $20 for insurance?...

I don't think that paypal treats it any differently. You could go over the terms of service or email them and ask.
 
I would imagine that buyer protection is based on the buyer's country, not the sellers. Try sending money to a US seller vs an international seller (up to the final confirmation) and see if the language on buyer protection is any different.

Regardless, you should also use a credit card to back the PayPal payment. Two layers of protection if anything goes wrong.

Now, if you want to be super fair, you could warn the seller that no, you won't pay for insurance, but you will hold them responsible if the knife doesn't arrive - that insurance is their obligation, not yours. If they don't want to sell to you based on that, then it's their loss.

Of course, if it's a grail knife for you, you could just pay the extra $20 to keep the seller happy. I try not to antagonize people sending things to me :)
