Interesting knife design question

I like social media for seeing interesting knives. One design thing that I've seen more than once that's curious showed up again today. Is there a function for what looks like a sharpening choil that's on the backside of the ricasso away from the edge? It's too small to be a "finger choil", and it really looks kinda like a misplaced sharpening choil. Is it functional somehow as a place for a strap to hold this knife in a sheath? I think I've seen this design more than once and always wondered what the deal was...

Without knowing the design intent of the maker, I would think this particular design element comes from inexperience or lack of understanding of ergonomics and the purpose of different knife features. In fact, there are a number of things about that knife that might suggest a new or inexperienced maker.
 
I'm in agreement with i4Marc. At first I thought maybe it was a misguided attempt at creating a place to strike a ferro rod, but there are other things that look undeveloped.
 
A third affirmative vote on what has been said...................................................It wouldn’t serve any purpose I’ve ever seen unless he screwed up the rear of the choil and this was a “Design Modification”...
 
Looks like more of a design aesthetic choice to me. Not really my cup o' tea, but I'm not sure I see anything particularly wrong with it. Sure, it may limit certain kinds of grips, but the knife is far from unusable.

I was thinking it was undeveloped from a handle shape and pin application standpoint
 
Let's think about a Bowie or fighter. If the blade came straight back to the handle, the handle would be huge. By adding a step, the blade reduces in width to match the handle. Now, on the knife pictured, The step is a curve.

The maker made it a bit higher than a 90 degree arc, probably for aesthetics.

It could also be curved back into the finger notch as one continuous curve. You see that on kitchen knives, and some skinners.
