International Shipping advice

I'm looking to ship a high end knife to a reputable buyer in Hong Kong and having an issue due to the value and I'm looking to have it insured. Because the value is greater than $2500 UPS will not ship and FedEx requires an EEI form to be completed, which is new to me. The EEI form ask for a specific description not just camping tool, for a HTS Number (which I was able to locate), ECCN and a License Exception Symbol, I think for the last 2 I put NLR for No License Required but I can't get a straight answer.

My question is to anyone that shipped a knife of this value, would you complete and submit this form or just roll the dice with insurance just below $2500? Any other insights greatly appreciated

I would not forgo the first insurance unless losing the money can be shrugged off. I might be tempted to tell the customer they need to find a reputable shipping agent and you will send the package to them. Then they can handle the shipping morass. International customers are awesome but getting stuff to them can be a nightmare.
 
To answer your question, one probably needs to know the actual value. If it's $2800, then maybe it would be ok to take a chance on the say $2400 insurance. If it's $3800 - that is a different story. If it is above $3000 - I would definitely go with fedex. I would probably go with fedex anyway due to their service, tracking, and better chance of getting resolution if something goes wrong.
Triton's suggestion is also a good option - if the buyer has that ability.
