International Shipping Questions

I'm doing my first international transaction and plan to ship via USPS.

Any recommendations regarding the safest way to ensure delivery (i.e. should I include a return receipt?), completing the customs form, etc.?

I believe the safest is registered mail-haven't used it myself, but have heard good things about it.
I personally will not lie on the custom forms as to value for the buyer. Besides being wrong to do, if you lie about the value, you can't insure for the true value.
 
Others may differ, but my opinion on shipping to Singapore is pretty negative.
Last time I shipped there(and by last time I refer to both the past and future). was by priority and I couldn't get tracking or insurance and the package was lost. If you are going to proceed I would definitely use registered.
