Thanks Frank! I'm thinking of using pink insulation board to surround the knives seperately, fitted wooden "plugs" over the tips, then hardboard on top and bottom, then put the whole thing inside a sturdy cardboard box.
 
Guys, I just heard back from the customer again. He lives in NSW, imports M9 bayonets regularly and hasn't had a problem with those. He's going to go ahead and apply for a customs permit to make sure. Things are looking good, I feel much better now, thanks again! :)

Good point, James, bayonets are not subject to the same restrictions here as other double edged blades (fear of offending former service personal and militaria collectors) - http://www.customs.gov.au/site/page4372.asp

So just spot weld a ring on top of the guard and all should be sweet ;):D

Seriously now, good luck with the permit but I can't see why it won't work. Please let us know how it pans out.
