I'm A cash only person. No credit cards. Online transactions involve a deposit to run the money through a bank.
As for the $600 reporting rule. I have a friend that receives payment through cash apps. Independent contractor that can't get bonded or a drivers license. There's no paycheck or payroll. Money is exchanged by a phone.
Are the taxes being paid? No idea but I seriously doubt it. The funds come out capital gains(?). Which is taxed. But the end recipient isn't breaking $18,000 a year.
If the $600 rule is enacted. It will put the guy on the street.

If true, at least they gave us a month and a half's notice this time. I forgot now but I feel like it was within a week of year's end last year.

I read the same thing, and the claim was that next year's limit will be $5000. So the $600 minimum 1099 never happened.
It's not so hard to believe. The powers that be no doubt did not like the idea of a bunch of surprised and annoyed taxpayers at the beginning of an election year.

The (IRS) has delayed the implementation of the new $600 Form1099-K reporting threshold for third party settlement organizations (TPSOs), which include payment apps and online marketplaces, for the calendar year 2023.
This decision comes after receiving feedback from taxpayers, tax professionals and payment processors, with the aim of reducing confusion and ensuring a smoother transition, the IRS said in a Tuesday (Nov. 21)
The IRS plans to treat 2023 as an additional transition year, reducing the reporting requirement unless taxpayers receive over $20,000 and have more than 200 transactions, according to the release.

My views are that it's NOT a good thing.
Our shity government shouldn't be able to string along it's people with flippant views/laws..
