Recommendation? Is a Rat 1 still worth it today?

I have no problem with AUS8, 440A, 420 HC,etc., as long as the price is reasonable. In the case of the RAT-1 it certainly is. The Utilitac I and II are Ontario knives designed by Joe Pardue, built in Taiwan, like the RAT folders are. They are beefy little knives that are put together very well. The actions are buttery smooth, and I like the ergonomics. They can be found for ridiculously low prices. Both use AUS8.

I'll check them out! Along the same lines are the Ka-Bar Dozier folders.
 
Absolutely. Personally, in the same price range I'm much more likely to buy a CJRB, QSP or CIVIVI than a Rat but, to be frank, I think those companies are more focused on the knife enthusiast than folks that just need a simple work knife. For a beater, or just an honest, rugged, unpretentious if you will, work knife the Rat 1 and 2 are extremely hard to beat. It has everything you may need and nothing that you don't, and that sometimes makes for a better user experience than features like ceramic bearing pivots that, while I very much enjoy them, are pretty superfluous for cutting things.

I just don't like the slick scales.

This one has G10 scales like 80 grit sand paper...
