to switch out the 4" aluminum wheel on the 2x42 craftsman grinder with a rubber contact wheel of some sort and same size?
 
I think I've run across someone that sold them.... littlemachineshop or something, I can't remember right now.
 
I looked for the same thing when I had my craftsman and I couldn't find one. you may be able to coat the existing wheel though.

could try rigging up a polyurathane skateboard wheel they might make it somewhat smaller but they usually have double 3/4 dia sealed ball bearings w/ a 3/8 - 5/16 axle hole

If you were to install a smaller wheel, would that make it run faster or slower (why does that make my head hurt trying to figure that out :)
 
When you look at the feet per rotation, it would go faster. Lets say you have a two inch drive wheel, and about 4 inches of sandpaper from the drive wheel. When you put those 4 inches on a wheel smaller than two inches, it has to rotate faster to keep up with the four inches per rotation. If you don't get it, I can try breaking it down farther.
