Is the Smith's Adjustable Angle good?

Hello I am pretty new to the blade community. I recently Bought a Cold Steel SRK San Mai iii and through reviews knew it needed sharpening up a bit. I am really having a hard time knowing how good this would work for my knife and a beginner like me. Also would I need to apply any lube to this, would water work, or just leaving the sharpening materials as is fine? I was looking at some different sharpening stones etc. I really want the best overall thing I can get for 25 or under for sharpening and some guidlines on the use of the product. Thanks so much I really appreciate
 
No, it is a Pull-Thru sharpener so it scrapes metal of the edge.

For that money you would get far better results with the Smith's 50595- Standard Precision Knife Sharpening System Sku 50595
 
I would stay away from the Smiths pull through sharpener they never work very well. For under $25 I would recommend an 8in Norton India or Crystalon benchstone and you could make a homemade strop out of some scrap leather and a block of wood. There's plenty of info on this forum about how to freehand sharpen on bench stones and with a bit of practice you will get much better results then you would using a pull through sharpener.
