is this normal for O1 steel?

The finish on a blade will also dictate how quickly it will rust. The finer the finish, the less chance for rust. I've seen different scandi grinds that didn't seem to have a fine finish. If there are visible grind marks, that will attract rusting.

That`s probably it. When I was first working for Jerry Busse he had a few peices of O1 laying around the shop and he decided to use it up making some christmas gifts for friends. He had me sand blast it clean so he could grind it the next day. And he told me to oil it heavily before I left or it would rust over night because the blast grit had opened the steel up. (Just like your sharpening stone did right along the edge.) Sure enough the next morning there was just a hint of surface rust the next day in spite of a heavy coat of WD-40.

Most of that rust should come off with either a little whittleing or a few more passes on the stone. After you`re done dry the blade well and either wipe it with some car wax, or think about cold bluing it so it resists rust better. You can get a tiny bottle of cold bluing at any good gunstore. Just wipe the blade down with acetone to degrease it. Once it`s dry, wipe on the bluing solution and let it sit for a minute or so. Then clean well and oil it.
 
Like the others have said, really make sure its dry. The cotton sleeve of my T-shirt works good for this, no need to be complicated.

I think oil is a personal choice rather than a necessity. I never bother oiling a carbon steel blade unless it's getting stored for a while. My blades develop a patina, but don't rust.
