Issue with 3M micro belts

The other day my dad was prepping a full flat grind in 5160 for HT and he decided to polish it up with one of those white 3M microfinishing belts. He kept getting a gunk built up on the steel. He said rubbing alcohol and acetone wouldn't take it off. He finally went back to a sandpaper 400 grit belt to clean it off.

What's the deal? I know many of you use those belts. Too fast or what?
