Hey James,
I think that's the kerf marks from the saw that was used to used to cut it.
It's probably just the picture, or my eyes, but something just looks "off" with it. I'm not sure if it's the unevenness of the edges, or the "hairs" sticking out or what.
Like I stated before, I've only worked with Canvas and Linen Micarta, never Paper, so I don't know if that's normal. I was hoping someone familiar with the unfinished appearance could chime in here.
