JL Horizontal HELP!

I am back at the grinder after three years. My JL horizontal keeps tracking the belt down into the frame of the machine. I inspected the unit and can not find the problem. It still is in new condition, all the wheels look fine. The pulley with the crown that tracks the belt looks great. I even tried flipping the belt over, same problem. Has anyone else had this problem??? I have the tracking adjustment cranked to the left to the point there is practically no tension on it. Also tried different belts with all different tensions.

The only thing I can recommend is more tension, it seems to resolve a majority of tracking problems.
 
Thanks guys, I looked at it some more, and was going to try adjusting the idler pully up and down. I thought I would try the masking tape on the pulley first.
It worked for now.
