Just how "bad" is a Gerber Paraframe?

Yup, spent an hour or more trying to get a razor edge on mine last night on my lansky (which has been as easy as it gets with other knives, i tend to handsharpen because its more fun) and another hour today on some sandpaper blocks I made. Edge looks PERFECT, I mean perfect, but it still wont shave. I do believe I've got it as sharp as it will get... Maybe later I'll put a secondary bevel on there a little more obtuse and see if that'll take a keener edge with this soft POS steel.
