While you may not be able to import a "katana" from the US, I can't help but wonder whether Japan's Generalized System of Preferences for products of underdeveloped countries (including Nepal} might not be a basis for asserting the legality of a directly imported "Nepalese native handicraft/agricultural implement" with appropriate accompanying bullsh... excuse me, I mean official paperwork (with lots of official seals and stamps). (I think Uncle has on occasion arranged for direct shipments from Nepal). Maybe worth talking to a real (Japanese) lawyer about.
