Getting wood that thin and perfect by hand though would be quite a chore , I think a person with a good shop of tools could do it easier.
That's how I used to do it. My first RAM scales were done entirely by hand (except the hole-drilling). I rough-profile on a spindle sander now, but all of the flattening and finishing work is done by hand with sandpaper. It actually goes pretty quickly and you're less likely to screw up than with power tools.
