Kershaw Scallion or Gerber Applegate mini covert?

I wouldn't consider either of these as "collectible".
 
I have a Gerber Mini Covert. It was my EDC for a little over 2 years before I moved up to better quality blades. It held up to all kinds of abuse just fine. Lock up is solid with no blade play of any kind. Its marked made in Taiwan.

I'd go with the Scallion. I own both and the Kershaw is more comfortable in the hand, US made, and just plain works!
 
I wouldn't buy any of those. Instead put the money together(should be around $60) and purchase yourself a good EDC - Kershaw got plenty to choose from(you can buy a JD for $25 nowadays). Other brands also have decent knives for under $70
