Kershawk 4007 issue - anybody else have this?

Recently I ordered a Kershaw 4007 boot knife. The specimen I got came with the blade uncentered, and only one of the edges was sharpened. Being disappointed with it I ordered up another one, and it came in the exact same condition; uncentered, and sharpened on only one side.

Is this a common issue for the Secret Agent? Are there no examples that are properly centered and sharpened?
 
It is a single edge only (probably because dual edge is not legal everywhere). As far as the blade being uncentered, I'm not sure what you mean. It is made in China so that should say something about quality.
 
I guess I should clarify. The new ones are single edge.

I see boot knives as a stick and go item. So even uncentered I bet it can still stick so you can go ;)
 
So off-centered tip aside, and possibly needing to return the replacement I just ordered, what are the recommendations on sharpening the other side since daggers are legal in Kansas?
