The Kershaw DoubleCross was what I came up with when I had a similar problem. It was a big hit because it's small and traditional looking while having locks on both blades and thumbstuds for easy opening.
AG Russell has a drop point lockback in two sizes that fit the bill. Dirt cheap but a lot better than you would expect is the Rough Rider 182.
Another vote for Buck Squire, or the 55 or Prince models. Also the Boker Copperliner would be nice. May be over your price limit but there is always the Spyderco Kopa or if you can find one a Benchmade 690.
