I'll be on my kayak, wearing my life jacket, waders, and trying to have a good time. I wanted to ask for your suggestion on what type of a knife I can easily strap onto my ankle area? Or my life jacket? I'm avoiding the waist area because it will not be comfortable. I'll take all suggestions, the main reason i want a knife is to just incase I need to cut my way out of trouble thus I'm fishing and dealing with alot of lines etc.

Look at the Spyderco Salt series and Benchmade H20's. They're made with steels that won't rust.

do you want a folder or fixed blade?

Folders:
Spyderco H1 series - Dragonfly, Salt, Pacific Salt, Atlantic Salt, basically any spydie knife that has H1 steel, rust proof until soaked in bleach, holds a plain edge well (i hear similar to Aus 8) but serrated its much harder and holds an edge longer because its a work hardened steel.

Benchmade H20 Series - 111, mini grip h20, whatever else they have in N680 steel, a french steel IIRC that also is highly rust resistant. Not bad my Bm 111 folder is rather nice.

Fixed blades:

titanium options - no idea who makes titanium knives im sure you can do a search here, but it wont rust, can also have a carbide edge added kinda pricey as Ti is.

Cheapo 420j2 - your avg run of the mill dive knife, every size, shape and make you can think of

Brass - havent seen anyone try this but I think it could be interesting

Some of the Salts are also fixed blades.

Oh and Böker has a steel that won't rust, either, in the Gemini Badger. But with the lock quality on that knife, you're better off sticking with Spyderco and Benchmade.

Having a steel that won't rust is cool but not necessary.

I'd probably go with a stainless mora.
