I was wondering if I need to do anything to finish some black spacers/liners I used on a micarta handle? Is there anything I should be cautious about? Will they absorb water or anything?

Also how resilient are they? over in W&SS briangandrews gave away a secret on a forced patina he did recently that requires dipping the knife in heated bleach. Will this do anything to my black liners?

If your liner material is not a plastic or phenolic it's most likely " fish paper" or gasket material, which is porous to some degree. I wouldn't dip the whole knife, isn't this bleach application geared mainly to patinize the blade? If so, this should be done before you apply your handles. Mustard probably would achieve a like result and would be less harsh on your liners.
