Knife Handles, or Not??

Scavenged 35-40 years ago, from a dead Killer Whale in Alaska said the seller, I found this and two others at a flea market/antique market in Toronto. I only bought this one, the largest and best one. It's quite beautiful as is, but I wonder if anyone has seen this type of ivory made into knife handles. Is it stable? Beautiful when cut? Etc . . . . .
Does anyone have some on a knife? Please show a picture if you do.
Nearly 6" long, here it is with my 3" 66 pattern "Bullwinkle" for size.

Apparently it is not legal to posses this material, so I am removing the pic, and investigating further. sorry for the inconvenience!

John Lloyd might know. He's really into using lots of different handle materials.

If it's possible, I would get it stabilized before having it used as handle material.
