You mention one-hand opening, non-tactical, and reasonably priced.
In Michigan, there is a law about knives which specifically references the blade length, type, and concealment.
I know that blades greater than 3" are frowned upon, and confirmed this after a conversation with a local LEO.
I do not recall the exact law, but to be safe, I stick with blades of around 3" or less.
So, I recommend that you stay near 3" to avoid a "tactical" label.
You might consider these:
Ka-Bar Dozier folder. It doesn't look tactical. One-hand opening, nice blade, pocket clip, light, and only about $20.
Byrd Meadowlark. This looks more "tactical", unfortunately, due to the more unique overall shape of the blade and handle. It might look more "scary" to sheeple. But it is otherwise a fine knife for under $20. Nice blade, pocket clip and one-hand opening.
Similar to above, but a big step up in quality, is the Spyderco Delica. About $45, I think.
