Knifemaking on a LOW budget

keep your eyes open for free stuff.
Don't save on cheap sandpaper, that doesn't work.
But old furniture is made of many knife handle blocks, just like some fire wood, cut off bits from hard wood floors or cut offs from new leather shoe soles, etc

I had a dining table made of local oak and made a knife handle out of a left over piece
 
I did what Grayser and the count said... my advice is to spend where it's needed... you can get away with very little...
 
Start by filling out your profile. That will tell people where you live, and a bit about you like age and interests. You might find that there is a maker in your area who will invite you over to make a knife at his shop. That would be about as cheap as it gets.
 
I'm still very new, but picked up some indian files at harbor freight. Ordered a couple of pieces of 1084 from Aldo's. Poked around flea markets for hammers and stuff. built a paint can forge, which took a little while to get running because I procrastinated buying the 60-70 dollar plumbers torch to heat it.

Originally, I was going to pick up some scrap steel to work with, but members of this forum posed a very good question to me, and I'll pose the same to you: What is your time worth? Is it worth it to spend a few bucks and buy some known steel, or use scrap that may or may not ht?

Tons of great info on this site, and incredibly helpful folks.
