Knives and Boy Scouts still go together!

No such rule was implemented in the UK, it was utter lies and misquotes spread by The Daily Mail, which then ran like wildfire across the internet.

The Scout Association does not condone young people carrying knifes on their person as a matter of course, unless there is a specific need for one.

This is exactly what I remember reading in the article that I read. That the rule was not to ban knives outright, but to disallow their carry unless there was a project that requires the use of one. Though I'm sure that this rule has been in place for some time and the news articles just used it and blew it out of proportion, to get people angry and reading their article.

In British law, whether child or adult, you need a reason to carry a fixed blade or locking folder. Fishing, shooting, or practicing Scouting skills are valid reasons.

I think this is what they mean by "The Scout Association does not condone young people carrying knifes on their person as a matter of course, unless there is a specific need for one".

There would be nothing legally wrong for a Scout or Cub Scout to have a sub 3inch non locking folder on them (such as a SAK) and carry it with them nearly everywhere (obviously not in school).
