That looks like a warm weather area buried pipe run. Up north it would be deeper and possibly have sand to prevent frost heave
Yep I’m down south. Our conduit only has to be two foot deep here by code if it’s just in dirt, unless spec’d otherwise. Now on service feeds (primary and secondary) we have to be four foot deep. All of that will be buried with rock then under concrete tho. Most of the time as long as it’s deep enough to not be in the concrete it passes inspection. Sometimes they’ll require certain runs to be incased in concrete depending on what it is

I think for water they consider 30inches deep to be the frost line.
