It's a can opener. It functions very similar to the P38. It doesn't slice open the top but removes it with a series of cuts.

I tried to open a can, it just jumps off the rim. Cans back then maybe had a much deeper rim to them. Seen the Worthpoint picture and went with that. It does drive a tack and pull a tack, I tried that. Gonna give Kettleman an attaboy for his research on this mystery tool. Job well done bro, attaboy!
