A set of pommel bags, think saddle bags for the front end of the saddle. They go over the horn. Traditionally they always had a holster on at least one side under the flap and often on both sides. A second revolver was always faster than reloading a cap and ball which was the flavor of the time when these things were popular. Think Gold Rush era here in California and a lil after:
