I would imagine that the law is written for a 2" max length of blade. Check your law. Buy a Spyderco Chicago and grind the tip back about 0.010" with a stone and you're perfectly legal. Then you're okay either way.
I also had a variation with a pen, scissors and light (same size) but no toothpick and tweezer. Can't remember the exact model name, but a quick search will pull it up for you.
Sounds like the Midnight Manager, which is what I carry. It has the knife, nailfile/flathead screwdriver, bottle opener/phillips head screwdriver/wire stripper, scissors, pen, and LED light. For a campus that only allows up to a 2 inch blade, I'd say yeah, stick with an SAK of some sort.
I carry a leatherman micra and victorinox rally on my keychain daily. The blade on the micra is usable but I prefer to use something else, and I find the blade on the rally to be too thin for my taste. If it were me I would pick up the Rally or Rambler as all the other tools on it come in handy than pick up a traditional or a spyderco ladybug/manbug.
