I find the only Busses that look "good" under the coating are the FFG. The convex grind ones you'll often notice A LOT of dimpling. I've spent six hours on a belt sander grinding out dimples on an NMFBM, before even hitting finishing belts. Granted that was before I started using ceramic belts.
If you want the dimples gone, you need to grind them out. I can't imagine hand sanding past them on hardened steel. All the scotchbrite wheels are going to do it create a downward tight scratch pattern, but it won't look "satin" until the pitting is gone on the steel.
Nice work though, it sure is a lot of effort.
