It blocks out the liner from returning to it's unlocked position. (When the liner lock engages, you manually move a lever that stops it from unlocking, until there is enough to shear/bend the lever) Some find it clumsy, but it works
It does work when the blade's spine is subjected to relatively mild stress (that includes spinewhack-testing), but I remember reading complains about it's reliability under heavy abuse - it's basically a flimsy part that will simply crush under - admittedly very - hard use.
It does provide some extra security, but it most certainly doesn't turn a folder into a fixed blade.
