Legality of Pocket Hobbit in Pennsylvania???

i've tried everywhere to get an answer to this question....even AKTI's links....wondering about length of blade; if the kydex sheath counts as "open carry"....would appreciate any help.

really need to know....there are two left for sale at a nearby mall that only has the guy there for the holiday season...
any info??
 
I seem to recall there was a school in Pennsylvania which taught the use of the Warrior and the Hobbit. If I can come up with the name I'll post it.
