that's the web interface to the freenode irc network.

irc has been around since the 80s, it's to original text based chat system. you can download irc clients for any type of computer, so you don't have to stay with the web interface.

useful commands:

/join #w&ss
(our room)

/msg nickserv help
(nickserv lets you register your nickname, if it's not already taken)
