Loading strop with compound

Yes I've used the search function. I tried sanding the leather, then crayoning on compound. It looked like nothing was even there. I applied WD40 to a rag and wiped it down. I then tried the shaving mixed with WD40 and got this:

Is this correct? If not what am I doing wrong?
 
It is supposed to be thin enough to still see the leather underneath. I have some difficulty with mine, because the black and green are so hard. People say rub it on like a crayon, but mine are rock hard.
 
As mentioned, just enough to lightly color the leather is good (but so it still looks like leather, albeit just 'tinted a bit' with the compound). You could probably afford to wipe that strop down a bit more with WD-40 on a paper towel/rag. Looks like you've got more than enough, in terms of quantity. Just needs to be evenly distributed a bit more. Use the WD-40 moistened towel to do that. Here's a link to another thread that might give you some perspective on it:
