Vern,
First, I deplore the term "Blood groove", it is a fuller.
I know, this has been discussed/argued before, but the use of a fictitious term should be avoided when possible. I put "blood groove" in along side of "Klingon sword".

Anyway:
A hand fullering tool ( sometimes called a "draw fullering" tool) is a simple tool. It is a round nosed lathe bit (the shape of the desired fuller) and a handle to pull it with. There is usually an adjustable edge guide to keep the bit an even distance from the edge. Don Fogg makes a nice one as do several folks on this forum. I'm sure someone will post a photo of theirs.

For a verbal description. It has a handle (usually slightly curved) about 12-18" long. One end is a hand grip of some sort (for the "pulling" hand). The other has a set screw or something to lock in the cutting tool. The edge guide is just an "L" shaped piece of metal that is adjustable to ride along the spine as you draw the tool down the blade. It sticks out along side (or close to) the cutting tool, and maintains the distance of the fuller from the edge. There is a vertical handle of some sort at or over the cutting bit ( some folks just hold the extended shank of the cutting tool) to allow the "following" hand to apply downward pressure and guide the cutting tool.

Stacy,
Vern used the term "groove" but not the naughty modifier "blood". True, fuller is the most technically correct term for a groove if it's on a knife or sword. But Vern just said he wanted a tool to cut a groove. You know what assuming does...:D

Note that Vern edited his post 50 minutes after Stacy's. Perhaps Stacy read something other than what you're seeing now, and making assumptions about....;)

it was just the wrong wording and he's right.
my head was not working at that time of day.
