"Mill spec" is not interchangeable with " tactical" it often refers to the cut of the buffer tube ( angle vs. flat) and the caliber the firearm is chambered ( .223 is not always 5.56) i have yet to see a complete AR "mill spec" that lacks fwd assist & dust cover. Id never put my life on a rifle that does not have the vital basic parts such as a dust cover and or fwd asst. For sportacal, target, 3 gun shooting or any other non life threats id accept it. Does meeting the Gov's basic requirements mean it's always a good rifle ? No. I'd look it up and decide based on personal prereqs or departments needs and work from there. That being said, my votes go for Spikes and BCM also
