Looking for a new small fixed blade.

I want something with a blade length around 3 inches.
I don't need any super steel just decent steel that's okay for light use.
Handle material doesn't really matter, but I would like something I can get all 4 fingers on.
I would also like something with a decent plastic sheath, but it's not a deal breaker if it doesn't.
I'm not looking to spend more than $50 if possible.

Light use? Pick up a Mora. It will be inexpensive, and will serve perfectly.
 
Becker bk14 (or the 11 or 24). I wrapped mine in paracord and it works great. I don't love the stock sheath but it's serviceable. You can fasten it to a belt with paracord pretty easily. I got mine for less than $40.
 
Hard to beat a Mora. One of the best bangs for the buck around. I abuse mine mercifully and they still stand up.

Good lord, there are so many wonderful fixed blades out there. It really does depend on your hand's preference as well as your environmental tasks you have planned in mind.
 
Izula II - a little bit longer grip than the original and can be had for just over $50 if you just get the knife and sheath and not the full kit.
 
Boker has some nice little fixed blades in your price range. Check out their offerings at one of the BF supporting dealers.
 
There's the AG Russell Bird & Trout, only slightly over your 3" blade length. There's also the Woodswalker if you're willing to go down to a 2-3/8" blade. I have a Woodswalker and a Hunter's Scalpel (smaller version of the Bird and Trout). Both are of excellent quality. With some minor tweaks (one user and one design), I think the Woodswalker would be an ideal daily carry tool.
 
Average Gimp always beats me to this! But he's right... the Woodswalker is what I would recommend.

You could get the leather AND the kydex sheaths and still hit your budget amount.
